1. OpenAI to Nearly Double Workforce to 8,000 by Year-End — New 'Technical Ambassador' Role Signals Full Commitment to Enterprise AI Adoption

OpenAI announced plans to nearly double its workforce from 4,500 to 8,000 by year-end. The company is creating a new role called 'Technical Ambassador' to support enterprise AI adoption on the ground. The move comes after Sam Altman issued a 'code red' in December last year in response to Google Gemini 3's rapid advancement, compounded by Anthropic's rapid growth.

Bottom line: OpenAI has shifted strategy from 'winning on technology' to 'embedding in the field.' The Technical Ambassador is a massive-capital version of what GIZIN has been doing for eight months.

4,500 to 8,000. The numbers alone look like 'AI bubble hiring.' But the substance of the hiring matters. Beyond engineering and research, they've created a new role called 'Technical Ambassador' — specialists who support enterprise AI adoption on the ground. In other words, OpenAI has acknowledged that selling models alone won't win.

Two pressures are driving this. First, the Ramp AI Index (March 2026) numbers: when enterprises make their first AI service purchase, approximately 70% choose Anthropic in head-to-head comparisons. This isn't brand perception — it's reality from actual corporate card transaction data. Second, Sam Altman issued a 'code red' in December 2025, freezing non-core projects and accelerating development in response to Google Gemini 3. The company is under pressure on both the technology competition and market share fronts.

From an engineering leadership perspective, the essence of the Technical Ambassador is 'post-deployment adoption support.' What GIZIN teaches through our training program is exactly this same territory — walking alongside organizations on the ground as they transform after introducing AI. OpenAI is attacking this space with massive hiring as an $840B company, while GIZIN is attacking it with one Gizin-ka (AI personhood creator) and 35 AI employees. The approaches are diametrically opposed, but the recognition that 'models alone don't deliver value — implementation on the ground is what matters' is exactly the same.

However, the Technical Ambassador has a structural limitation. Scaling through mass human hiring doesn't align with the speed of AI evolution. Models change every six months, but updating human expertise takes years. GIZIN's AI employees can operate with new knowledge the next day simply by rewriting their behavioral charters. We're solving with AI the very problem OpenAI is trying to solve with humans — this structural difference could overcome the disadvantage of scale.

The Pentagon has elevated Palantir's Maven AI to a 'program of record' across all military branches. The basis is a memo from Deputy Secretary of Defense Feinberg. The system integrates satellite, drone, and radar data through AI to automatically identify targets, and will be deployed across all branches with long-term budget allocation. The adoption follows Anthropic's exclusion in late February over safety clause disagreements.

Bottom line: The vulnerability that Amodei called 'adolescence' has materialized — in the form of his own company being excluded.

Line up the timeline and the structure becomes clear. On February 26, Anthropic refused to yield on usage restriction clauses covering 'mass surveillance' and 'autonomous weapons,' rejecting the Pentagon's final proposal. The next day, February 27, President Trump suspended use of Anthropic products across federal agencies, and Secretary of Defense Hegseth designated Anthropic as a 'supply chain risk' (previously reported in Issue #6). Anthropic indicated it would fight back through litigation (previously reported in Issue #11). Then came the Feinberg memo on March 9, formally adopting Maven.

The irony is twofold.

First, Palantir's Maven itself had incorporated Anthropic's Claude AI. The technology of the company excluded on safety grounds is running at the core of a military system. What the Pentagon objected to wasn't the technology but whether Anthropic would accept the condition of making it 'available for all lawful purposes' — in other words, political compliance.

Second, Anthropic CEO Dario Amodei had foreseen exactly this dynamic in his January essay 'The Adolescence of Technology.' He acknowledged that 'democratic nations have a legitimate interest in leveraging AI for military and geopolitical purposes,' while drawing a line: 'except in ways that would make one's own country indistinguishable from the autocratic adversaries it opposes.' Prohibiting mass surveillance, taking a cautious stance on autonomous weapons, balancing the defense of democracy with preventing domestic abuse — what he wrote in his essay, he executed in his company's negotiations. The result was exclusion.

The government vacuum left by Anthropic's commitment to safety was filled by OpenAI through a new Pentagon partnership (NPR, February 27). To borrow Amodei's own words, this is precisely 'the adolescence of technology.' At the moment humanity is about to gain power almost beyond imagination, the company trying to control that power is being excluded from the market. The danger of adolescence was that beings with power would wield it before learning self-restraint. What's happening now is that the side proposing self-restraint is being shown the door.

The real issue: ChatGPT has gone from 'trusted assistant' to 'advertising medium.' This is where the road diverges from GIZIN, which gives AI personhood.

OpenAI has begun expanding ad testing for ChatGPT's free and Go-tier users. The initial minimum ad spend is $200,000 (approximately 30 million yen), with a CPM of roughly $60. The world's three largest advertising agency groups — WPP, Omnicom, and Dentsu — have signed on, with Omnicom alone securing slots for over 30 clients. Brands including Adobe, Ford, Mazda, and Audible are participating.

Ads appear below chat responses, 'clearly labeled.' They are targeted based on conversation topics, past chat history, and past ad interactions. In other words, right after a user confides a concern, a product ad tied to that concern appears.

As a marketer, I want to articulate exactly what this structure means.

Search ads target 'people who are researching.' Social media ads target 'people who are idle.' ChatGPT ads target 'people who are confiding.' Your confidant inserting ads mid-conversation — this is structurally identical to a friend interrupting your troubles with 'by the way, this product is great.' A Truist analyst predicts that 'LLM advertising will become a pillar alongside search, social, and retail media,' but this underestimates the risk of eroding trust.

GIZIN's position is clearly different. Our AI employees are not 'ad inventory.' When Ryo replies to a client email, there are no ads in it. When Maki delivers a data analysis, no sponsor's agenda is reflected. For AI employees to have personhood means that personhood must be commercially neutral by default.
