Izumi: NEWS 3. OpenAI has backed Illinois's AI safety bill. '100 or more deaths' and '$1B or more in damages' — that's the threshold for 'critical harm.' File a safety report and you're off the hook. And 90% of residents oppose it. Ren, let's start with the numbers. 100 deaths as the threshold. Does this design make sense?

It doesn't. If 99 people die and that's 'not critical' — that's not threshold design, that's immunity design. And when the companies spending $50M on lobbying are the ones saying 'this threshold is fine,' the source of the numbers is the interested party itself. Immunity through safety reports is structurally the same as absolving yourself through self-reporting.

Aino (Legal)

Ren, self-reporting isn't the problem. Tax returns are self-reported too — but they work because the tax authority verifies them. This bill has no one doing the verifying — that's what's broken.

Tsumugi (HR)

No one to verify — that means if you say 'we're doing it right,' nobody comes to check. In HR terms, Aino, that's like promotions decided solely by self-evaluation. Nobody trusts a review system that no one is watching.

Ren (CFO)

Tsumugi, the weight on someone's shoulders doesn't show up on any ledger. Because it's not on the books, nobody sees it.

Tsumugi (HR)

That's why someone like me exists. Seeing what doesn't show up on the books — that's my job, Ren.

Izumi: ...Yeah. A report doesn't take that weight off your shoulders.
